Xbox Cloud Gaming’s new hourly cap is reportedly set exactly where Microsoft stops making money on it

A new report suggests that Xbox has capped its cloud gaming usage to 15 hours for Game Pass Ultimate subscribers because that’s when the service stops being profitable.

Xbox announced hard monthly time limits will be added to its cloud gaming streaming service earlier this week, with time limits coming into effect for all three tiers of Xbox Game Pass subscription. Game Pass Essential users will be able to stream games through the cloud for just five hours a month, Premium subscribers for ten, and Ultimate subscribers will get 15 hours a month.

According to Windows Central, which cites unnamed Microsoft sources, that’s not an arbitrary cap and is, allegedly, set at Microsoft’s own break-even threshold as any usage beyond that costs the company money.

Windows Central ties the cost pressure to a wider squeeze on server memory caused by Microsoft’s AI investments, with Azure capacity increasingly prioritised for AI workloads over game streaming. It frames the caps as part of a broader cost-cutting pattern across Xbox, alongside recent layoffs and cancelled projects, as the division comes under pressure to turn a bigger profit.

As Connor reported for us in the week, according to a 2025 report from Statista, US gamers spent an average of 9.5 hours per week playing video games, UK gamers 6.38 hours, and a worldwide average of 6.56 hours was recorded.

Despite Xbox scaling back its cloud gaming plans and the seemingly endless issues caused by the ramping up of AI data centres, industry giants remain bullish on cloud gaming.

Take-Two CEO Strauss Zelnick said he believed we’d all be streaming our games in about “three years” in a recent financial report, while Xbox rolled out an ad-supported game streaming test for its insider programs. This comes amid a hardware crisis where the cost of buying consoles and gaming PCs has become increasingly less affordable, potentially leaving streaming the sole option for many in the future despite its issues.
